This question is impossible to answer, because that data does not exist.

An average GRE for all applicants to all departments with graduate programs within a university would be meaningless, since the mathematics graduate students would have extremely high quantitative scores, and the English graduate students would have extremely high writing and verbal scores.

All you can do is inquire directly of the Director of Graduate Studies in each department at every university to which you plan to apply. Some Directors will provide that information, if they keep those records and are comfortable sharing it, and others will not.
