You will definitely need drawing skills because this shows that you can, in a sense, design, as well as implement your designs. Developing fashion skills (sewing, serging,…etc…) is easy. Fashion design, as the name implies, is about design.

As far as your portfolio is concerned, include visual art as well as textiles.

I go to FIDM in San Francisco. You eventually take a fashion sketching class, but depending on what major you are focusing on you take classes specialized for that major. What really counts though is that your passion is in the right place…FIDM is an awesome school…let me know if I can help you with anything else about FIDM!!

I’d suggest you buy a copy of this book and get a head start with your sketching skills:

The book is written by one of FIDM’s best instructors. You can start to teach yourself the techniques explained (in detail) in this book. I met someone recently that bought the book as a sophomore and had AMAZING sketches by the time they were a senior. *practice makes perfect*
