I know of NO campus that has a PhD in Human Resources.

I have heard of doctoral BUSINESS programs with specializations in human resource management, organizational behavior, and such.

So, maybe that will help you to do the necessary research as I would expect any doctoral candidate to do

Derdakta is wrong; it IS possible to get a more specific Ph.D. in a business subject matter (mine is in Marketing, not in Business with a specialization in Marketing). Rutgers (New Brunswick) offers a Ph.D. in Industrial Relations and Human Resources, which is probably your best and only option if you insist on staying within New Jersey; however, the school from which you get your Ph.D. is really critical, so I would encourage you to look a little more broadly. If you are in Northern New Jersey you could look at the schools in New York. In Southern New Jersey consider the schools in the Philadelphia area.
